HAVANA -- Cuba was plunged into darkness by an island-wide electricity blackout that affected the island's entire 11 million people on Monday, hours after the country said it would allow inward foreign investment for the first time.

Despite $1 billion in funding earmarked to rebuild Puerto Rico's power grid, the current administration has cancelled over $800 million of that money, leaving the island's roughly 3 million inhabitants without reliable power and the Puerto Rico Electric Power Authority approximately $9 billion in debt.
